Robert J. Miller, Sr. ("RJM") was born and raised in Portland, Oregon. After his tour in the United States Marine Corp., he attended Portland State University and graduated in 1970 with a degree in Business Administration.  RJM attended Northwestern School of Law at Lewis & Clark College, graduating and being admitted to the bar in 1973.  In 1974, he was admitted to the Federal District Court, and in 1987, admitted to appear before the Supreme Court of the United States.  RJM practiced with a general practice firm in Portland, Oregon from 1974 until January of 1977 when he moved his practice to Beaverton where he practiced until 2008 with the Moomaw, Miller & Hildebrand firm. 

RJM's main area of practice is civil litigation and trial work.  He attended the National Institute for Trial Advocacy and is a member of the Washington County Bar Association, Multnomah County Bar Association and the Oregon Trial Lawyers Association.  RJM has represented clients in both state and federal courts.  He has tried numerous arbitration cases, court trials and jury trials, as well as appeals before the State and Federal Court of Appeals and Supreme Court of Oregon.  RJM has extensive experience in litigation, including business and construction litigation, insurance and injury cases, property disputes, foreclosures, injunctions, non-compete and employment cases.  RJM also handles estate and probate matters, including wills, guardianships, conservatorships and trusts.  RJM serves as an arbitrator and is on the Washington County Arbitration Panel.

RJM is accredited by the National Board of Trial Lawyers (certified as civil trial advocate) 2006. Qualifications include significant involvement in civil trial litigation (at least 30% of time); involvement in at least forty-five days of trial within a 3-year period; participation in continuing legal education; written test and peer review.

Sheila Wagnon
Legal Assistant

Sheila Wagnon is a native-Oregonian with over 20 years experience in general civil practice, including litigation.  She has worked over 15 years with Robert J. Miller, Sr., both at the firm of Moomaw, Miller & Hildebrand and now at The Law Office of Robert J. Miller, Sr., PC.  Sheila has acted as both legal secretary and legal assistant and her experience and knowledge allows her to assist RJM and clients with a variety of legal matters.  Sheila is also responsible for the financial matters and general office administration.
